I would think that even though Orange et. al. don't leave much room for rules of technique, they still would leave room for rules of thumb. "Ethical know-how," even though not structured rigidly, still has order or form to it, and it seems reasonable that we can get at least some idea of what that form is. The main operative difference in this regard would appear to be that the form of ethical know-how is variable and context-bound, whereas the form of technique is invariant and context-independent. Rules of thumb or heuristics are, likewise, capable of much variation and adaptation when applied in specific contexts, whereas technical procedures are not. So with regard to the frame, I gather that Orange et. al. would probably accept that it can often be limited by the analytic couple in helpful and important ways, but that these ways must be decided with regard to the particular context they will be applied in.
